Encore Development owners Gary Kirstein and Steve Kay, both native Washingtonians, began their careers in the early 70s with the Richmarr Companies, a development and construction company founded by their fathers in 1953. While there, they both played key roles in the development and construction of over fifty major commercial and residential projects, including condominium and rental apartment complexes (both mid- and high-rise), single-family and townhome communities, office buildings, warehouses and shopping centers.
In 1995, Gary and Steve, drawing on their years of experience at Richmarr, formed Encore Development to provide construction management services to outside clients and to develop their own projects.
