Over 65 years of combined commercial and residential construction expertise in DC, Maryland and Virginia.

Encore Development was founded by Gary Kirstein and Steve Kay, both native Washingtonians and began their careers in the mid 1970s with the Richmarr Companies, a development and construction company founded by their fathers in 1953. While there, they both played key roles in the development and construction of over fifty major commercial and residential projects, including condominium and rental apartment complexes (both mid- and high-rise), single-family and townhome communities, office buildings, warehouses and shopping centers.

In 1995, Gary and Steve, drawing on their years of experience at Richmarr, formed Encore Development to develop and build their own projects, and to provide construction management services to outside clients.

Today, Gary carries on the day-to-day management of Encore Development and offers an unmatched level of experience throughout DC, Maryland and Virginia in the following areas:

  • High-rise and mid-rise residential development and construction

  • Custom single-family home, townhome and condominium development and construction

  • Hotel development and construction

  • Land development

  • Renovation and historic restoration

  • Construction management services provided to developers for most any kind of residential or commercial project
